A manufacturer can have drawings, material records and compliance evidence in its systems and still struggle to provide the right version to a repairer, recycler, customs authority or buyer. The European Union’s Digital Product Passport (DPP) is intended to make information more identifiable, interoperable and accessible across those roles. It is not a central database that turns a drawing into a safe capability match, price or offer.
What the EU has put into operation
The DPP is a regulatory data architecture under the Ecodesign for Sustainable Products Regulation (ESPR). An economic operator gathers records, creates a passport at the specified model, batch or item level, attaches a carrier such as a QR code, registers it and maintains it through the lifecycle. Detailed data remains decentralised with the operator or an authorised service provider; the Commission Registry stores identifiers and high-level metadata rather than every field. 1 2 5
The Registry framework was established in July 2026 and became operational on 20 July 2026. The Commission describes an interface and application programming interface, identifier generation, a semantic repository, verification, logging, authorisation and a separate non-live test environment. Six of eight supporting harmonised standards were available at launch. That is an implementation milestone, not proof of adoption or business benefit. 3
Access is governed, not universally open
The architecture distinguishes economic operators, repairers, recyclers, customers, market-surveillance bodies and customs. Access is product-specific and need-to-know. Verified operators and value-chain actors use permitted eIDAS-based identity evidence; verification expires with the identity method or after three years. An operator may authorise another company to update information, but legal responsibility remains with the operator. Customs can check identifiers and commodity codes through the EU Customs Single Window. 2 4 5
Battery implementation shows why the details matter. Some battery information is public, while other fields are for notified bodies, market surveillance and the Commission. Access for restricted categories such as repairers and recyclers depended, at the research cutoff, on a further implementing act that had not yet been adopted. The Battery Registry does not expose the full passport; the operator or authorised host controls the detailed data. 5
The timetable is phased and conditional
The first major mandatory deadline is 18 February 2027 for certain large batteries, including electric-vehicle, light-means-of-transport and industrial batteries. The indicative schedule lists iron and steel in the fourth quarter of 2026, textiles, aluminium and tyres in 2027, furniture in 2028, and mattresses and information-and-communications-technology products in 2029. Working Plan inclusion is not itself a DPP mandate: a binding product-specific act is required. 1 6
Sources reviewed through 27 October 2026 report no quantified realised result for quote cycle time, request-for-quotation conversion, repair success, recycling yield, avoided non-compliance, revenue or cost savings. They also do not establish full production availability of the public search-and-compare portal. Free Registry infrastructure does not quantify integration, hosting or internal compliance costs.
What a manufacturer can—and cannot—use it for
Illustratively, a machine shop could use a DPP-linked record as a governed pointer to an approved drawing revision, material and substance information, inspection or certification evidence, repair instructions and lifecycle events, where the applicable delegated act and operator systems expose those fields. A shared identifier could help a supplier, repairer, recycler, customs officer and buyer refer to the same product or batch.
That is an evidence layer, not a production-ready RFQ. The base DPP does not discover capability, capacity or lead time; normalise units and tolerances; infer compatibility; calculate price; approve or send an offer; negotiate tax or Incoterms; or execute a contract. Those decisions remain with authoritative enterprise, product-lifecycle and commercial systems and named human owners. A wrong revision can point to the wrong drawing; missing material grade or certificates can break quality release; stale capacity can make a quote misleading; and permissions can block the needed record.
A useful first test
For an illustrative industrial workflow, choose one product family and map its identifier, model-batch-item granularity, source and revision, material grade, certificates, lifecycle events and access roles. Keep public, buyer, repairer, recycler, notified-body, market-surveillance and customs views distinct. Record provenance and update authority; authorising a service provider does not transfer accountability.
Replay repair or enquiry cases containing stale revisions, missing fields, conflicting units and restricted documents. Measure authoritative-record retrieval, wrong-revision rate, review time, unsupported assumptions and downstream errors. Treat semantic interoperability as a way to connect governed facts—not as a reason to let an assistant infer capacity, price or approval.
