ModuloHouse: a catalogue quote is not a turnkey delivery guarantee

The Romanian modular-home producer shows how bounded model selection, site dependencies and written human approval shape cross-border residential quotes—and where public evidence stops short of proving energy or delivery performance.

A modular-home catalogue can make a house look easy to select and deliver. The commercial risk sits in the boundaries: which model and revision is quoted, what the price excludes, whether the plot can receive the modules, and who approves changes. ModuloHouse is useful because its public material describes those gates while leaving capacity, compliance and realised customer outcomes largely unmeasured.

A bounded catalogue-to-quote model

ModuloHouse.eu presents the international/export operation of Romanian manufacturer VIVA DOMUS HOME SRL. Its residential offer has two paths: turnkey houses made from finished modules, and semi-finished houses made from insulated factory panels. The catalogue lists 11 turnkey models from 43 to 127 m² and six semi-finished models from 56.8 to 112 m². Modulo 77 is specified at 77 m² built area, 61 m² useful area, two bedrooms, two bathrooms and a 25 m² terrace. 1 2 3 4

This is bounded configuration rather than demonstrated arbitrary bespoke engineering. Buyers select a named model and options; finishes and colours are confirmed with the buyer; and changes after ordering require written agreement. For semi-finished homes, local trades complete interiors and services, using drawings supplied by the buyer’s architect. No open configurator, drawing/version repository, capacity dataset or enterprise integration is publicly documented. 1 4 5 6

The quote is the commercial authority

The described workflow is: choose a model and options, provide the plot address and country, receive a written quote with configuration, exclusions, transport cost and delivery window, accept in writing, pay the first instalment, then proceed to production and assembly. The terms say a quote is non-binding until accepted and confirmed, prices are starting prices, and value-added tax follows the delivery country. This is human-reviewed authority, not an automated CPQ transaction. 1 5

Turnkey scope includes the finished house, factory-fitted interiors and assembly on the customer’s foundation. VAT, foundation works, transport, crane or unloading, utilities, furniture, appliances and permit fees remain with the customer unless the quote says otherwise. Semi-finished scope ends at a closed, insulated, weather-tight exterior at vapour-barrier level; interior cladding, doors, electrical, plumbing and heating remain with the customer or local trades. A headline price is unsafe without preserving built area, useful area, terrace area and exclusions. 2 3 4

Technical claims need a country-specific file

The published envelope uses a timber frame, OSB3 bracing, rock wool and a standing-seam steel roof. Stated values include 250 mm wall insulation with U = 0.15 W/(m²K), 300 mm roof insulation with U = 0.13 W/(m²K), and double-glazed Salamander PVC windows. The technology page gives U = 0.15 and R = 6.75 m²K/W. The producer says the envelope meets the European Union’s nearly zero-energy building requirement and aligns with France’s RE2020, while advertising energy bills 40–60% lower than a conventional build of the same size. These are provider claims, not measured customer results: U-values alone do not establish whole-building primary-energy performance. 2 4 7 8 9

Site logistics are part of the product

Finished turnkey modules may require an oversize route, crane access and a level, cured foundation built to the producer’s drawing. The buyer provides truck and crane access, permits and utilities; an unready site can create storage, second-transport and crane costs. Semi-finished panels are palletised and described as needing a forklift, while the customer supplies exterior-finish scaffolding. “Delivered across Europe” means a project quote and assembly offer, not an unconditional logistics guarantee. 1 2 3 5

The company publishes claimed on-site assembly times of 5–10 working days for turnkey homes and 10–30 working days for semi-finished homes. Both exclude dependencies and are not independently measured. Its portfolio lists 34 projects—16 in France, 15 in Romania, one each in Germany, Ireland and Switzerland. One page labels a 77 m², two-bedroom turnkey Modulo 77 in Peris, Romania, “Delivered 2026.” These first-party claims are not a denominator for delivery success; no production lead-time distribution, on-time rate, defect rate, energy bills, contract values or independent acceptance evidence is reported. 2 3 4 10 11 12

An illustrative control for manufacturers

This is an illustrative application, not a reported ModuloHouse deployment. A manufacturer or distributor should create one versioned quote record containing model and drawing revision, options, dimensions, built-versus-useful area, VAT country, foundation and access data, crane or forklift assumptions, utility points, transport route and country-specific permit or energy documents. The buyer and local architect remain authoritative for plot and permit decisions; the producer remains authoritative for accepted configuration, scope and production feasibility.

Test near-duplicate models, changed finishes, unit errors, stale thermal documents, impossible access routes and missing permits. Measure wrong-revision rate, quote rework, clarification time, excluded-cost omissions and site-readiness failures. Public evidence supports this governance lesson; it does not support autonomous design, procurement or a guaranteed operational outcome.
