Tendera: procurement discovery is not authority to bid

The Baltic tender-data platform shows how aggregation, document assistance and semantic matching can help suppliers decide what to inspect, while official submission and commercial commitment remain human-controlled steps.

A supplier can miss a suitable public tender because notices and documents are fragmented across markets. Tendera addresses that discovery problem rather than acting as the procurement system itself. As observed on 23 October 2026, its public page described monitoring across Latvia, Estonia, Lithuania and the European Union’s Tenders Electronic Daily (TED). It offered a free Latvia tier and a seven-day trial for fuller plans; recurring prices were “n/a” and Enterprise said to contact the company. 1

A matching and document-assistance layer

A bidder enters services, Common Procurement Vocabulary codes, regions and contract limits. Tendera says it aggregates opportunities from more than 150 sources, structures notices, ranks them against the company profile and shows a match percentage with reasoning. The stated workflow is an email alert, human review and pipeline/status tracking. Premium features include extracted requirements, document chat, validation, qualifications comparison and historic procurements. 1

Animas describes public procurement data and PDFs feeding language models, vector search and an analytics database. Outputs include text extraction, requirements and deadline identification, semantic search, competition analysis, notifications and customer-relationship-management synchronisation. A September 2026 article says an assistant answers regulatory questions and uses favourites, ratings and non-participation reasons as feedback. This evidences AI assistance, not online retraining, calibrated confidence or autonomous decisions. No model provider, citation method, evaluation set or error rate is disclosed. 2 3

Discovery is not submission

Filtering, email delivery, deadline calendars and status synchronisation are workflow automation. Language-model reading, semantic search and relevance reasoning are claimed AI assistance. No retained source evidences bid generation for submission, price optimisation in use, negotiation, EIS login or signature, formal offer submission, ordering or payment. The “AI procurement risk indicator” and “predicted winning price” were marked coming soon. 1 3

Latvia’s Procurement Monitoring Bureau says tenders must be submitted through the EPS/EIS e-tendering subsystem, within the deadline and technical requirements. Tender documents, specifications, financial offers and award criteria govern compliance. Tendera’s guide describes authenticated supplier roles and supplier-controlled signing and submission inside EIS. It is therefore evidenced as an upstream aid, not the submitting authority. 4 6

What the numbers do—and do not—show

The product page displays “70% less time scanning” and “4.2× more qualified bids submitted” for construction and renovation. These are vendor marketing claims, not verified customer outcomes: no named bidder, sample, denominator, baseline, period, definition of “qualified”, control group or independent validation is supplied. The displayed €1.8bn construction-procurement total and same-day-feed claim have similar limits. 1

Animas’s Tendera AI page says it does not claim client key performance indicators until measured and agreed for publication. The reviewed material disclosed no named customer, deployment cohort, benchmark, win-rate study or independent performance audit. That is a public-evidence gap, not proof that users or internal results do not exist. 3

An illustrative supplier test

For an illustrative electrical-component exporter, start with one product family and defined countries. Record canonical identifiers, codes, keywords, source portals, document versions and excluded sources. For each recommendation, retain the dated notice URL or identifier and exact requirement passage, separating extracted fact from model interpretation. A commercial owner decides whether to participate; a qualified reviewer checks eligibility, price and capacity; an authorised signatory completes official submission.

Measure source completeness against IUB, EIS, Estonia’s register, Lithuania’s CVP IS and TED, including duplicates, refresh lag and missed notices. Measure relevance precision and recall, critical omissions, review minutes, bid/no-bid conversion and compliant-submission rate. Tendera’s guide warns that one site may not suffice, low-value Latvian purchases may appear only on buyer websites, and CPV or EIS group-code matching can exclude opportunities. 4

The lesson is not that “150+ sources” automatically creates coverage. Latvia’s regulator and TED already provide public search, analytics and machine-readable data. Tendera’s differentiated proposition is a company-specific interpretation layer, so credibility depends on provenance, extraction accuracy, transparent reasoning and human review before a binding step. 5 8

Data controls remain part of the product

SIA Animas is identified as Tendera’s controller. The privacy policy covers registration, device and usage data, names public-register inputs, and identifies Supabase and Railway for hosting. It says account data are irreversibly deleted within 30 days of a deletion request, apart from retained accounting data. It does not state which language-model processor receives tender documents, whether uploads are retained or used for training, or the document permissions, audit logs and transfer arrangements. 7 9

Tendera is a useful Baltic baseline for supplier-side decision support: help a team decide what to inspect, while keeping qualification, pricing, signing and submission with accountable people and official systems. The public record does not establish autonomous bidding or customer ROI.
