Europe's Battery Passport: compliance evidence before the RFQ

The EU Battery Passport creates a machine-readable identity and evidence layer ahead of the 18 February 2027 mandate. The retained case shows what it can support for sourcing, service and recycling—and what still belongs in ERP, engineering and human approval.

A battery can have a QR code and still be impossible to quote safely. The buyer may not know whether the identifier belongs to the right pack, whether composition meets the relevant threshold, whether state-of-health is current, or whether a producer can make a compatible replacement. Europe’s Battery Passport addresses identity, lifecycle evidence and controlled disclosure. It does not turn those facts into a supplier, price or binding offer.

A regulatory identity layer with a fixed date

Under Regulation (EU) 2023/1542, from 18 February 2027 a QR-linked passport is required for light means of transport (LMT) batteries, industrial batteries above 2 kWh and electric-vehicle batteries. The economic operator placing the battery on the EU market remains responsible, even if a cell maker, original-equipment manufacturer (OEM) or service provider is authorised to create or update the record. 1 2

The European Commission says its Digital Product Passport Registry became operational on 20 July 2026. The flow is to gather required information, create and register a passport, receive a unique registration URI, link it to the physical battery and expose permitted information by role. The Registry stores registration metadata; the full passport remains with the operator or authorised provider. 1 3

Suppliers provide upstream records; OEMs integrate identity and lifecycle data; purchasers, repairers, remanufacturers, recyclers and authorities receive different views. Not every field is mandatory on day one. Carbon footprint, recycled content and due-diligence obligations have their own staged timing, so an empty or non-applicable field is not automatically a data failure. 2 3

Access is useful, but not yet fully settled

The passport can cover material origin, composition, repair and dismantling information, end-of-life treatment, conformity evidence and state-of-health or expected-lifetime data for relevant actors. Access is tiered: detailed composition, safety and individual-battery information may be restricted to legitimate-interest users, while test reports are reserved for authorities and notified bodies. 2 3

The important October 2026 limitation is that the final implementing act defining restricted-data rights had not been adopted. Legitimate-interest categories, authentication and permissions to download, share or reuse data therefore remained unsettled. A repair or recycling workflow can be designed around role-based authorisation, but it should not claim that the final entitlement process is already uniform. Battery Pass’s DIN DKE SPEC 99100 materials and Catena-X’s CX-0143 standard are useful engineering bridges, not substitutes for the binding access act. 4 5

What the pilots actually established

The Global Battery Alliance reports 17 supply-chain partnerships in its 2026 Operational Trials and says participating cell manufacturers represented 80% of global production. The programme tested data collection, regulatory gap analysis, carbon-footprint methods, access and ownership frameworks, version control and third-party assurance. GBA explicitly describes the methods as developmental or draft and says they do not support sustainability comparisons. This is readiness and method evidence, not measured RFQ speed, carbon reduction, revenue or recycling yield. 6

Circulor separately announced a June 2026 BESS passport pilot with REPT Battero and TÜV Rheinland, including training, data collection and verification of regulated attributes. It reported no independent cycle-time, error, price, aftersales or recycling outcome. The public Eclipse Tractus-X Digital Product Pass repository shows a browser and Catena-X EDC flow for permitted signed-in users, but is explicitly deprecated because it was unmaintained and dependency security could not be maintained. It is application evidence, not a supported production product. 7 8

An illustrative RFQ workflow

For an illustrative battery manufacturer or equipment distributor, use the passport as a governed evidence layer. A request can specify identity, type, chemistry, voltage, capacity, compatibility, destination and certificates. An integration retrieves permitted facts with source, revision and timestamp; deterministic rules check units, thresholds, safety and certificate scope; a technical owner reviews exceptions; ERP or configure-price-quote (CPQ) systems add capacity, lead time, currency, tax, Incoterms and price; authorised staff approve the offer.

That separation matters. A passport does not prove current equipment capability, open production capacity, supplier pre-vetting, a commercial price, logistics, contract acceptance or an arbitrary drawing revision for a bespoke pack. Nor does it authorise an autonomous commercial commitment. Test serial-to-pack joins, stale state-of-health, near-identical variants, chemistry shorthand, missing units and restricted-data permissions. Preserve auditable versions and evidence links, and make a human authority gate mandatory before quoting, repair, repurposing or safety-critical action.

The practical conclusion

The strongest near-term use is deterministic retrieval and validation for compliant sourcing, service triage, residual-value assessment, second-life and recycling workflows. The unresolved access act and the quality of each producer’s source data are bigger implementation risks than the QR code itself. Treat the Battery Passport as machine-readable identity and evidence—not as a complete RFQ, marketplace, ERP or maintenance system.
