A manufacturer may have drawings, certificates, material declarations and repair history scattered across product-lifecycle, enterprise and quality systems. A digital product passport (DPP) can make records easier to identify and exchange, but it cannot decide which record is authoritative or make incomplete data true. The CEN-CENELEC work shows an interoperability foundation, not proof that every sector has a working passport or a commercial outcome.
What exists by 27 October 2026
CEN-CLC/JTC 24 developed a transverse framework under Commission standardisation request M/604 for the Ecodesign for Sustainable Products Regulation, designed to interoperate with sector databases. On 15 July 2026, the Official Journal cited six of eight harmonised standards: EN 18216 (exchange protocols), EN 18219 (unique identifiers), EN 18220 (data carriers), EN 18221 (storage and persistence), EN 18222 (lifecycle-management and searchability APIs), and EN 18223 (system interoperability). 1 2
This is a narrow legal milestone: conformity gives a presumption only for covered requirements, not blanket certification of a product, supplier, dataset or sustainability claim. EN 18239 (access rights, security and confidentiality) and EN 18246 (authentication, reliability and integrity) were still on the Commission timeline for November 2026 at the cutoff. 1 4
The Commission’s DPP Registry became operational on 20 July 2026. Operators can register through a secure interface or API, use a testing environment and obtain a registration URI. The Registry indexes identifiers and metadata; detailed product information stays with the economic operator or an authorised service provider. It is not a central warehouse for every product record. 3 5
The identifier does not own the decision
The workflow is to gather legally required data, create the passport, attach a carrier where product law requires one, register the passport and metadata, and maintain accuracy through the lifecycle. The operator placing the product on the European Union market remains responsible even when a service provider performs updates. Access is role- and law-dependent, not automatically public. 5 6
An identifier can link a product to a drawing revision, certificate or repair history. It cannot prove that the revision is correct, a material grade matches, capacity is current or a supplier can meet a new order. Duplicate IDs, stale revisions, wrong units and missing provenance can propagate plausible but unsafe records. Persistence, access and authentication standards are controls, not semantic validation or engineering approval.
Batteries are the first concrete case
The Commission says the DPP obligation applies from 18 February 2027 to relevant finished batteries, including electric-vehicle, light-means-of-transport, home-storage and industrial batteries. A QR code links the physical battery to its passport while detailed data remains decentralised. The normal obligation concerns the finished, safely functioning battery rather than each cell or module; packs and a common battery-management system can form one working battery. 7 8
Operators can test manual, API or bulk-upload routes, but access-rights and some restricted-data details were still developing. Fields are phased, and dynamic information is updated when a relevant status changes; this is not universal real-time telemetry. Iron and steel were targeted for 2026, construction for Q2 2027 and furniture for 2028, but work-plan dates do not themselves mandate a DPP. Final scope and fields depend on later legislation. 4 6
An illustrative manufacturer test
For a custom engineered order without a stable catalogue SKU, the framework could provide a durable project or product identity, versioned links, a carrier, searchable access, retention and an evidence trail. An illustrative record might connect an approved drawing revision to material declarations, test reports, certificates, the responsible operator and later reuse or repair events. That could support technical discovery and quality-document retrieval before a quotation. This is an illustrative application, not a reported deployment.
The standards do not provide supplier-capacity discovery, drawing interpretation, compatibility checking, quote calculation, price or lead time, offer approval, contract execution, delivery, payment or maintenance. Keep those decisions in authoritative product-lifecycle, enterprise, manufacturing, quality and commercial systems. Test one governed family or finished battery with stale revisions, duplicate identifiers and restricted-access cases. Measure lineage and correction time, not only whether an API call succeeds.
What the evidence does not show
The evidence establishes six cited standards, a live Registry and testing environment, decentralised hosting with central metadata indexing, and a first mandatory battery use case. It does not report registry volume, uptime, API throughput, conformance-test results, production adoption, named customer deployments or reductions in compliance cost, quote time, inventory loss, warranty cost or revenue. CEN-CENELEC’s reduced-burden and business-opportunity language is a stated benefit or design objective, not an independently measured result. Commercial costs are undisclosed rather than zero: standard texts, integration and service-provider support may involve costs, but no official price was identified.
