Construction teams can spend hours counting symbols, measuring drawings and rebuilding each bid from a PDF. The commercial problem is not simply producing a neat estimate: quantities, revisions, materials, assumptions and delivery conditions must remain clear before anyone treats the result as an offer. Quotr.ai, the Berkeley-based construction-technology product of FLOZ Inc., addresses the preparation layer rather than publicly demonstrating an autonomous purchasing transaction. 1 2 3
From plan set to proposed price
Quotr accepts PDF or image plan sets, organises sheets, counts symbols and measures lengths and areas. Its AI Agent can answer questions about rooms, dimensions, symbols and specifications. Users can connect line items to editable markups, apply Quotr’s database or average costs by United States ZIP code, and export marked-up documents, takeoff sheets and client-ready proposals. The company describes a broader chain of quantity takeoff, priced estimate, proposal and procurement, including a data layer for material prices, supplier availability and quote-expiry windows. 1 3
That workflow is aimed at electrical subcontractors, general contractors, developers, homebuilders and modular manufacturers. Named examples include RL Electric, BiltWise Structures, AlphaX and Salisbury Moore. BiltWise is the closest retained example for nonstandard production because it used custom templates while preserving existing estimates and contracts. These cases establish provider-described use, not a public six-sector industrial request-for-quotation or configure-price-quote deployment. 6 7 8 9
The separate procurement program is managed sourcing, not documented autonomous buying. A customer submits specifications, quantities and a timeline; Quotr says it returns factory matches and quotes in 3–5 days, followed by physical samples, production and quality control, export documentation and United States jobsite delivery. Public evidence does not show Quotr independently issuing a binding purchase order, approving substitutions, paying a supplier or updating an enterprise resource planning system. 5
What the reported outcomes actually show
RL Electric reports that a takeoff formerly taking 20 hours can take 1–2 hours with Quotr—roughly 18–19 hours less, or about 90–95% faster in that named workflow. Quotr’s funding announcement instead summarises the result as “up to 80%” and says customers report 40% more bids submitted per month. These are vendor-published customer-story and company-release claims: the period, project count, plan complexity, estimator baseline and customer sample are not disclosed, so they should be treated as an anecdotal pilot signal rather than guaranteed return on investment. 1 3 6
The procurement page reports $354K+ in spend across five completed engagements, claimed savings of $396K–$626K versus Bay Area dealers, and a 40–55% average reduction per project. One 2026 Saratoga example covers a 4,076-square-foot new-build-plus-ADU package with 34 windows and doors, 29 interior doors and full cabinets: Quotr lists $97,000 against a $187,000–$218,000 Bay Area comparison and approximately $91,800 saved. The record contains no independent comparator, contract reconciliation, installation equivalence, warranty comparison, or final landed-cost result. 5
An illustrative controlled pilot
For a construction supplier or workshop, this is an illustrative application, not a reported deployment. Replay 10–20 historical plan sets in the existing workflow and Quotr. Version-lock each plan set; record sheet index, issue date, units, material or grade, dimensions, tolerances, exclusions, alternates, tooling, capacity and delivery assumptions. Assign an owner to every AI-derived quantity and require review of low-confidence counts, duplicate or missing sheets, stale pricing and substitutions.
Measure takeoff hours, reviewed error rate, revision rework, estimate-to-approved-quote variance, bid turnaround and procurement variance. Keep an indicative estimate distinct from an approved binding quotation. Supplier identity, bank or payment changes and purchase approval should remain outside the agent’s authority, with dual approval for consequential procurement actions. A successful speed test does not establish technical feasibility for industrial custom work.
Cost and unresolved boundary
Public pricing lists Lite at $69 per seat per month when annualised ($828 per year), Plus at $2,999 per seat per year ($249.92 monthly equivalent), and Enterprise as custom. Managed estimating is $0.25 per square foot below 50,000 square feet and $0.10 above, subject to plan review; procurement is quoted per job and includes factory cost, packing, freight, customs clearance and jobsite delivery. Budget separately for review, data cleanup, template mapping, revision exceptions, samples, quality control, freight and tariffs. 4
Quotr is worth a controlled pilot for United States construction preconstruction teams. It is not yet proven as an autonomous industrial RFQ or binding purchasing agent: public API and integration details are absent, European and non-US coverage is unestablished, and the relationship between the older $200,000 pre-seed/$3.5 million seed disclosure and the later $4 million seed announcement remains unresolved. Those funding figures must not be added together. 2 3
